Queen, former Manager of multiplayer gaming at Shockwave.com, is the designer and programmer of Shockwave.com's popular Ink Link and Multiplayer Blackjack. Queen will head up the final development effort for the game.

Cosmic Encounter Online is being developed by Future Pastimes and Quicksilver Software. Quicksilver is the developer of Master of Orion 3 (MOO3) for Infogrames.
