The board depicts Townsville, including the Mayor's Office, Pokey Oaks School, and other landmarks. Each player gets five cards and chooses two to play.

These cards are revealed simultaneously and resolved in order. For example, if one card says, "1:50 p.m. Move Bubbles 1 Space" and another says "4:00 p.m. Move Blossom to the Park," the 1:50 p.m. card is used first. When a Powerpuff Girl lands on a space (any player can move any Powerpuff Girl), she might run into a villain. When this happens, the player who moved the Girl to that space rolls 1 to 3 dice.

If you get enough hearts to conquer the villain (usually one; some tough villains like Mojo Jojo require two), you win. The first player to defeat four villains wins.
